Appropriates $2,329,574.00 from special funds to the State Board of Medical Licensure for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 24 permanent full-time positions for the board.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care hires, or legislative authorization).

Requires the State Personnel Board to ensure personal services costs do not exceed FY2014 appropriated levels when annualized unless new programs or positions are legislatively added.

Directs the board to maintain accounting and personnel records in the same format as FY2013 and submit FY2015 budget requests in comparable detail.
