Appropriates $295,398.00 from the State Treasury to the Mississippi State Board of Physical Therapy for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 3 permanent full-time positions for the board with the appropriated funds.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care appointments, or legislative authorization).

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2013 and submit future budget requests with comparable detail and format.

Takes effect July 1, 2013.
