Requires the Board to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2013, with comparable budget request submissions for Fiscal Year 2015.

Mandates preference for Mississippi Industries for the Blind when purchasing commodities or equipment if two or more bids are equal in price, quality, and service, or when purchases are made without competitive bids.

Limits professional board management fees to not exceed $80,268.00 of the appropriated funds.

Requires expenditures to comply with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held liable for violations.
