Appropriates $169,762.00 from state special funds to the Mississippi State Board of Nursing Home Administrators for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes one permanent full-time position and one part-time position for the board with the appropriated funds.

Authorizes salary increases for two positions: up to $3,789.00 for PIN 1 and up to $1,488.00 for PIN 2.

Requires the board to maintain accounting and personnel records in the same format as fiscal year 2013 and to deposit all generated revenue into a special fund rather than the state general fund.

Establishes restrictions on salary increases and personnel actions unless specifically exempted, and requires compliance with state spending limitations and procurement preferences for Mississippi Industries for the Blind.
