Appropriates $565,382.00 from the State Treasury to the State Board of Registration for Professional Engineers and Land Surveyors for fiscal year 2014 (July 1, 2013 through June 30, 2014).

Authorizes 5 permanent full-time positions for the board with no part-time or time-limited positions.

Restricts salary increases and personnel actions unless specifically exempted, including teacher increments, career ladder advancement, professional certifications, or emergency health care professional appointments.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2013 and submit budget requests in comparable format.

Establishes that funds must be expended in compliance with state law prohibiting obligations in excess of appropriations, effective July 1, 2013.
