Appropriates $892,646.00 to the State Board of Cosmetology for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 12 permanent full-time positions for the board.

Restricts salary increases through reallocation, reclassification, or other means unless specifically exempted by law, and requires FY2015 Personal Services funding not to exceed FY2014 levels unless new programs or positions are added.

Limits the board to meeting no more than 62 days per year.

Requires the board to maintain accounting and personnel records in the same format as FY2013 and submit FY2015 budget requests in comparable detail to the Joint Legislative Budget Committee.
