Appropriates $266,581.00 from special funds in the State Treasury to the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 3 permanent full-time positions for the board.

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care appointments, or legislative authorization).

Requires the State Personnel Board to ensure FY2015 "Personal Services" funding does not exceed FY2014 levels unless programs or positions are added by the Legislature.

Takes effect July 1, 2013 and requires the board to maintain accounting records and submit budget requests in the same format as FY2013.
