Appropriates $47,249,690.00 from the Veterans' Home Purchase Board's revolving fund for fiscal year 2014 (July 1, 2013 – June 30, 2014) to cover agency expenses and home loans.

Authorizes 15 permanent full-time positions for the Veterans' Home Purchase Board.

Allows the Board to reallocate 9 positions, reclassify 2 positions, and provide salary increases to 3 specific positions (Branch Director II, Division Director II, and Branch Director I) at a total cost not exceeding $77,937.00.

Restricts salary increases agency-wide unless specifically exempted (teacher increments, career ladder advancement, professional certifications, employee replacements, or health care professional appointments).

Requires the Board to maintain accounting and personnel records in the same format as Fiscal Year 2013 and submit Fiscal Year 2015 budget requests in comparable detail.
