Appropriates $312,281.00 to the State Board of Barber Examiners for fiscal year 2014 (July 1, 2013 - June 30, 2014)

Authorizes 3 permanent full-time positions and 4 permanent part-time positions for the board

Restricts salary increases and personnel actions unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, or legislative authorization)

Requires the board to maintain complete accounting and personnel records in the same format as fiscal year 2013 and submit comparable budget requests for fiscal year 2015

Effective July 1, 2013
