Appropriates $113,673.00 from special funds in the State Treasury to the State Board of Optometry for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Requires the State Board of Optometry to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2013, with comparable budget requests for fiscal year 2015.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodities or equipment purchases.

Mandates compliance with Mississippi Code Section 27-104-25 to prevent state agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2013.
