Appropriates $1,141,491.00 from special funds to the Office of Capital Post-Conviction Counsel for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 7 permanent full-time positions for the office.

Grants authority to accept and expend up to $2,000,000.00 in source funds for outside legal counsel and legal fees, with escalations per state procedures.

Requires the office to maintain accounting and personnel records in the same format as fiscal year 2013 and submit comparable budget requests for fiscal year 2015.

Becomes effective July 1, 2013.
