Appropriates $3,663,051.00 to the Office of State Public Defender for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 25 permanent full-time positions for the office.

Permits the Director to accept and expend up to $700,000 in non-general fund sources with proper escalation procedures.

Requires the agency to maintain detailed accounting and personnel records consistent with fiscal year 2013 standards and submit comparable budget requests for fiscal year 2015.

Establishes procurement preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service.
