Appropriates $5,868,013.00 from the State General Fund and $6,194,520.00 from special source funds to the Mississippi Authority for Educational Television for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 116 permanent full-time positions and 12 time-limited full-time positions for the Authority.

Restricts salary increases through reallocation or reclassification unless specifically exempted (teacher increments, career ladder advancement, CPA certification bonuses, emergency health care positions).

Sets performance targets including 200 locally produced TV programs, 25 radio programs, 8 transmitters on air, and 97% TV on-air reliability.

Requires $1,644,067.00 to be derived from the Education Enhancement Fund and $289,496.00 from the Budget Contingency Fund.
