Appropriates $11,545,953.00 from the State General Fund and $2,454,990.00 from special funds to the Mississippi Library Commission for fiscal year July 1, 2013 through June 30, 2014.

Authorizes 49 permanent full-time positions for the commission with restrictions on salary increases and personnel actions without legislative approval.

Allocates $3,467,710.00 specifically for health insurance costs for full-time library staff members in public libraries across Mississippi.

Requires a minimum of $1,000,000.00 to be expended for the Magnolia Database and establishes performance targets including 6,000,000 database searches and 200 grants provided.

Allows the commission to escalate its budget up to $3,000,000.00 from any source in accordance with Department of Finance and Administration rules.
