Appropriates $1,336,629.00 from the State General Fund and $1,435,030.00 from special funds to the Mississippi Arts Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 11 permanent full-time positions and 2 time-limited full-time positions for the commission.

Allocates $450,000.00 from the Education Enhancement Fund for training educators, promoting arts programs in public schools ($100,000.00), and miscellaneous grants and programs ($350,000.00).

Allows the commission to establish an Arts Commission Challenge Initiative Fund from Challenge Program dollars, with unexpended balances carrying forward without lapsing; grantees must provide matching funds of at least two times the grant amount.

Authorizes the Arts Commission to escalate its budget and expend funds from available sources up to $1,000,000.00 in accordance with Department of Finance and Administration rules and provides $40,000.00 from the Department of Education for the Whole Schools Summer Institute.
