Appropriates $28,500.00 from the State Board of Registered Foresters Fund to the State Board of Registration for Foresters for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Requires the State Board of Registration for Foresters to maintain accounting and personnel records in the same format and level of detail as fiscal year 2013.

Directs the agency to submit its fiscal year 2015 budget request to the Joint Legislative Budget Committee in comparable format and detail to the fiscal year 2014 request.

Requires the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Takes effect July 1, 2013.
