Appropriates $779,349.00 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Appropriates $3,434,898.00 from special funds collected by or available to the commission for the same fiscal year period.

Authorizes 13 permanent full-time positions and 3 time-limited full-time positions for the commission.

Designates $65,000.00 for a Beaver Control Cost Share program to be administered on a fund-matching basis with county governments.

Grants the commission authority to escalate its budget and expend funds from any source up to $750,000.00 in accordance with Department of Finance and Administration rules.
