Appropriates $241,750.00 from the State General Fund to the Grand Gulf Military Monument Commission for operation and maintenance of the Grand Gulf Military Monument for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Appropriates $194,487.00 from special funds to the credit of the Grand Gulf Military Monument Commission for the same purposes and fiscal year.

Authorizes 7 permanent full-time positions and 1 permanent part-time position for the commission.

Restricts salary increases and personnel actions unless specifically authorized by the Legislature, with exceptions for teacher increments, career ladder advancements, and professional certifications.

Prohibits use of state motor vehicles for purposes other than official state business and requires compliance with state bidding preferences for Mississippi Industries for the Blind.
