Appropriates $21,855.00 from the State General Fund to the Mississippi River Parkway Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Requires the Commission to maintain complete accounting and personnel records in the same format and level of detail as Fiscal Year 2013.

Directs the Commission to submit its Fiscal Year 2015 budget request in a format comparable to the Fiscal Year 2014 budget request.

Establishes a preference for purchasing from Mississippi Industries for the Blind when bids are equal in price, quality, and service, or when purchases are made without competitive bids.

Mandates compliance with Mississippi Code Section 27-104-25 prohibiting state agencies from incurring obligations exceeding their appropriation.
