Authorizes expenditure of $7,125,161.00 from funds received by or available to the Pat Harrison Waterway District for fiscal year July 1, 2013 through June 30, 2014.

Appropriates an additional $377,500.00 from the Budget Contingency Fund to the Pat Harrison Waterway District, with $377,500.00 designated for the Gordon Creek Project in Forrest County.

Authorizes 54 permanent full-time positions and 49 permanent part-time positions for the district.

Restricts salary increases and promotions except for teacher increments, career ladder advancements, CPA certifications, employee replacements, and emergency health care appointments.

Grants the district authority to accept and expend up to $100,000.00 in special funds from the Maintenance Reserve Fund for emergency cabin repairs and authorizes use of federal ARRA funds for lake construction in George County.
