Authorizes expenditure of $6,306,316.00 from special funds received by the Yellow Creek State Inland Port Authority for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 15 permanent full-time positions for the Authority.

Allocates $50,000.00 for salary increases to fund overtime, callback, or standby pay.

Requires the Authority to maintain accounting and personnel records in the same format and level of detail as fiscal year 2013 and to submit future budget requests in comparable format.

Directs the Authority to give preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
