Appropriates $109,875,232.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2014 (July 1, 2013 - June 30, 2014) from funds received by or available to the authority.

Authorizes 39 permanent full-time positions for the Port Authority with no part-time or time-limited positions.

Allocates $135,000.00 specifically for salary increases to fund overtime, callback, or standby pay.

Allows the Port Authority and Mississippi Development Authority to escalate expenditures above appropriated limits in cases of natural disaster or major catastrophe with approval from the Department of Finance and Administration, contingent on identifying funding sources.

Requires the Port Authority to maintain accounting and personnel records at the same format and detail level as fiscal year 2013, and directs preference to Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service.
