Appropriates $13,982,023.00 from special funds to the Mississippi Department of Insurance for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 145 permanent full-time positions with restrictions on salary increases and personnel actions without legislative approval or specific exemptions.

Allocates $15,079.00 for the Mississippi Fire Personnel Minimum Standards and Certification Board, $300,000.00 for a fire truck and equipment for Alcorn State University, and $250,000.00 for the State Fire Marshal's Office for fire safety prevention.

Reappropriates $600,000.00 from the Rural Fire Truck Acquisition Fund and $500,000.00 from the Supplemental Rural Fire Truck Fund, and appropriates an additional $2,700,000.00 for rural fire truck acquisition assistance programs.

Authorizes escalation of up to four positions and $210,322.00 in salaries/wages, allows reallocation of $42,515.00 in positions, and permits salary adjustments and special compensation totaling $134,881.00 for specified employees.
