Appropriates $5,800,422.00 from the State Fire Academy Fund for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 63 permanent full-time positions for the State Fire Academy.

Permits seven career ladder adjustments (up to $31,812.00), 26 educational benchmarks (up to $47,833.00), and reallocation of two positions (up to $12,036.00).

Allows the agency to escalate and expend up to $150,000.00 from available funds in accordance with Department of Finance and Administration rules.

Restricts salary increases and promotional actions unless specifically exempted by conditions including teacher increments, trainee advancement, professional certifications, or legislative authorization.
