Appropriates $144,771,847.00 from the State General Fund and $1,344,711,976.00 from special funds to the Department of Human Services for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 2,989 permanent full-time positions, 1 permanent part-time position, 826 time-limited full-time positions, and 0 time-limited part-time positions within the department.

Restricts salary increases through reallocation, reclassification, or other means unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care/child protection appointments, or legislative authorization).

Transfers $1,000,000 to the Department of Health for Child Care Licensure Program, $250,000 to the Juvenile Facility Monitoring Unit at Department of Public Safety, and $1,000,000 in special funds from Medicaid Division for the Home Delivered Meals Program.

Establishes performance targets across multiple service areas including child support enforcement (29,000 paternities, $334,027,500 collections), food assistance (316,000 average monthly households), and family/children's services (3,560 children in agency custody, 319 finalized adoptions).
