Amends Mississippi Code sections governing compensation for state legislators and legislative leadership to delay salary increases until the next legislative term after passage.

Prohibits salary increases or decreases from taking effect during the current term of office for Representatives, Senators, and the Lieutenant Governor.

Requires any salary increase for the President Pro Tempore and Speaker Pro Tempore to begin on the first day of their term of office following the legislative term in which the increase legislation passes.

Mandates submission to the U.S. Attorney General or District Court for the District of Columbia for review under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended.
