Appropriates $10,228,415.00 from the State General Fund and $248,466,365.00 from special funds to the Department of Environmental Quality for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 274 permanent full-time positions and 201 time-limited full-time positions for the department.

Establishes performance targets for fiscal year 2014 including air compliance activities (870 actions), NPDES permits issued (350), water withdrawal permits (2,500), and mine inspections (800).

Grants the Executive Director authority to escalate budgets from special funds up to $5,000,000.00 with State Fiscal Officer approval and to transfer cash between special fund treasury accounts.

Authorizes specific expenditures including $250,000 for the Pollution Emergency Fund transfer to Finance and Administration, $250,000 for Legal Division environmental protection, and $100,000 for Household Hazardous Waste Collection Grants Program.
