Appropriates $6,271,569.00 from the Public Service Commission Regulation Fund to cover expenses of the Mississippi Public Service Commission for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes 72 permanent full-time positions, 4 permanent part-time positions, and 5 time-limited full-time positions for the agency.

Appropriates an additional $200,000.00 to administer the Mississippi Telephone Solicitation Act during fiscal year 2014.

Prohibits salary increases through reallocation, reclassification, or other means unless specifically exempted (teacher increments, career ladder advancement, CPA certifications, emergency health care staff, or actions authorized by Legislature).

Requires the Public Service Commission to compile and report time expended on each regulated entity to the House Public Utilities Committee by August 1, 2014.
