Appropriates $2,452,578.00 from the Public Utilities Staff Regulation Fund for fiscal year 2014 (July 1, 2013 – June 30, 2014).

Authorizes 28 permanent full-time positions with no part-time or time-limited positions.

Restricts salary increases for fiscal year 2015 to prevent exceeding fiscal year 2014 appropriated levels unless new programs or positions are added by the Legislature.

Prohibits use of general funds to replace federal or special funds previously used for salaries, and requires the State Personnel Board approval before escalating positions.

Effective July 1, 2013.
