Appropriates $21,558,705.00 from the State General Fund to the Department of Rehabilitation Services for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Appropriates $194,621,176.00 from special funds and other sources, including $3,681,802.00 from the Health Care Expendable Fund for federal matching, the Independent Living Program with State Attendant Care, and services for deaf and hard of hearing individuals.

Authorizes 933 permanent full-time positions, 23 permanent part-time positions, 254 time-limited full-time positions, and 2 time-limited part-time positions.

Restricts salary increases and provides exceptions only for teacher increments, career ladder advancement, CPA certifications, emergency health care professionals, and Legislature-authorized actions.

Establishes performance targets for fiscal year 2014 including 110,000 disability determination dispositions, 2,300 blind and visually impaired persons served, and 19,952 vocational rehabilitation clients served.
