Authorizes the City of Pass Christian governing authorities to permit low-speed vehicles and golf carts on public roads and streets within the Timber Ridge Subdivision Golf Course area, bounded south by West North Street and east by Henderson Avenue.

Requires operators of low-speed vehicles and golf carts to possess a valid driver's license or temporary driver's permit and proof of financial responsibility.

Restricts operation to daylight hours only and requires vehicles to travel the shortest possible distance between residence and nearest authorized public road, cart path, or golf course; prohibits crossing Henderson Avenue, West North Street, or operating outside the Timber Ridge Subdivision.

Requires registration of all low-speed vehicles and golf carts with the City of Pass Christian, including display of a registration decal on the left rear fender; registration remains valid for as long as the owner retains the vehicle.

Exempts low-speed vehicles and golf carts from area restrictions when operating on an approved parade route during permitted city parades.
