Requires at least two members of each governing board of community public water systems to complete a minimum of four hours of continuing management training every four years, beginning within four years of January 1, 2014.

Applies only to systems not operated by municipalities with a population greater than 10,000.

Authorizes the State Department of Health to charge a fee not to exceed $25.00 per member to cover actual costs of materials and training, with costs reimbursed to board members as system expenses.

Allows each board to select which members attend the continuing training at their discretion.

Takes effect July 1, 2013.
