Authorizes issuance of $20,000,000 in state general obligation bonds to fund land acquisition, construction, furnishing, equipping and operation of the Mid-Mississippi Sports Complex and related facilities in Brandon, Mississippi.

Establishes the Mid-Mississippi Sports Complex Commission consisting of 2 members appointed by Rankin County Board of Supervisors and 3 members appointed by the City of Brandon to govern and operate the complex.

Authorizes issuance of up to $65,000,000 in state general obligation bonds to assist the City of Flowood in paying costs for repair, rehabilitation, resurfacing, construction, reconstruction, widening and lane additions to Mississippi Highway 25 in Rankin County from Highway 475 to Highway 471.

Creates two special funds within the State Treasury: the "2013 Mid-Mississippi Sports Complex Fund" and the "2013 City of Flowood Mississippi Highway 25 Improvements Fund" to receive and disburse bond proceeds for their respective projects.

All bonds issued are general obligations of the State of Mississippi backed by full faith and credit; no bonds may be issued after July 1, 2017.
