Increases the percentage of interest that Coahoma County Board of Supervisors can expend from the hospital reserve fund from 50% to 100% of interest earned in the previous fiscal year.

Expands allowable uses of interest funds to include current expenses of the county that would otherwise be authorized from county general funds, in addition to existing health care services, emergency needs, and capital expenditures.

Requires the board to adopt an order by majority vote designating the amount and purpose of proposed expenditures, with publication in a newspaper for three consecutive weeks.

Allows expenditure without an election if no protest is filed by 20% of qualified electors (or 1,500 people, whichever is less) within 21 days; otherwise requires three-fifths voter approval.

Permits the board to unanimously access fund principal or accrued interest in health care emergencies, and to expend funds for medical center liabilities, equipment purchases, lease termination, and hospital operations resumption.
