Authorizes the Jones County Board of Supervisors to contract with the Jones County Volunteer Fire Department Council, a Mississippi nonprofit corporation, to manage fire department funding and operations.

Empowers the Council to receive and disburse insurance rebate monies from the Mississippi Department of Insurance and tax revenue allocated by the Board of Supervisors to volunteer fire departments in Jones County.

Grants the Council authority to adopt and enforce minimum operating standards that all Jones County volunteer fire departments must meet in order to receive county funds.

Designates the Jones County Volunteer Fire Department Council as a governmental entity under the Mississippi Tort Claims Act for purposes of carrying out the act's provisions.

Takes effect upon passage.
