Appropriates $2.5 million from the Budget Contingency Fund to the Wireless Communications Commission through June 30, 2013 to prevent a deficit and continue service provision.

Appropriates $22 million from the Budget Contingency Fund to the Department of Finance and Administration through June 30, 2014 to support operations of the MAGIC data processing system for financial tracking and reporting.

Appropriates $2 million from the Budget Contingency Fund to the Mississippi Development Authority through June 30, 2014 to cover costs for the Cleveland Music Foundation GRAMMY Museum in Cleveland, Mississippi.

Appropriates $20 million from the Budget Contingency Fund to the Mississippi Department of Transportation's Office of State Aid Road Construction Local System Bridge Program through June 30, 2014.

Authorizes $2 million from the Consolidated Revolving Loan Fund for the Board of Trustees of State Institutions of Higher Learning to support financial aid programs and the Mississippi Office of Student Financial Aid through June 30, 2013.
