Requires all public middle schools to provide programs preparing students for either baccalaureate institution entrance or career/work opportunities, either directly or in cooperation with community colleges or other school districts.

College-preparation programs must be designed to help students meet minimum college entrance requirements for a four-year institution.

Career and technical education programs must help students apply academic learning to the workplace, demonstrate occupation-specific skills, explore multiple careers in a chosen pathway, and develop employability and leadership skills.

Career and technical education programs must prepare students for industry certification or enrollment in postsecondary education and training programs.

Middle schools receiving state approval to offer career and technical programs in science, technology, engineering, or mathematics receive necessary funding to operate these programs, including those with hands-on experiences and integrated academic and career technical curricula.
