Requires municipal governing authorities to compensate election clerks, managers, and polling place workers at amounts at least equal to the required minimum compensation paid by county boards of supervisors.

Permits municipalities to pay additional discretionary compensation to clerks and managers up to the amount authorized for county poll workers under Section 23-15-227, but does not require them to do so.

Clarifies that the decision to pay additional discretionary compensation is solely at the discretion of each municipal governing authority.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965.
