Creates the Erin's Law Commission composed of the Director of the Children's Justice Center, State Superintendent of Education, Attorney General, Lieutenant Governor (advisory), and Speaker of the House (advisory) to develop sexual abuse prevention curriculum.

Requires the commission to adopt an evidence-based, age-appropriate curriculum for kindergarten through fifth grade by January 1, 2015, including at least four programs per school year with active learning components and professional training for school personnel.

Mandates all school districts implement the curriculum beginning in the 2015-2016 school year, with the option to use an alternative commission-approved curriculum at the district's own expense.

Allows parents or guardians to opt-out of the curriculum instruction for their children by providing written notice to the school district.

Requires each school district superintendent and school principal to designate personnel responsible for compliance, with non-compliant districts reported to the State Department of Education and Legislature annually beginning in 2016.
