Amends Section 97-33-52 of Mississippi Code to require that at least 25% of net proceeds from charitable bingo games be expended for the organization's charitable purpose in the county where the game was conducted.

Maintains existing requirements that bingo games can only be conducted by licensed charitable organizations domiciled in Mississippi and by active members of such organizations.

Preserves prohibition on using proceeds to purchase, construct, or improve facilities solely for conducting bingo games.

Requires charitable organizations to report to the Mississippi Gaming Commission as prescribed, with all records remaining public and subject to inspection under the Mississippi Public Records Act of 1983.

Effective date: July 1, 2013.
