Governor appoints an executive director of the State Parole Board with Senate approval, with salary determined by the State Personnel Board; director must hold a bachelor's degree and have extensive managerial experience with knowledge of law enforcement.

Removes the requirement that the Governor appoint a board chairman.

Parole board members shall not receive a salary but shall receive per diem and travel expenses for official duties.

Executive director conducts administrative duties, supervises staff, and maintains central registry of paroled inmates; board reviews grand parole recommendations made by the executive director.

Changes reporting requirements so Deputy Commissioner for Community Corrections reports monthly to the executive director rather than the board chairman; effective July 1, 2013.
