Establishes an early voting pilot program in Alcorn County allowing qualified electors to vote early at the county registrar's office or designated location between 25 and 4 days before an election without requiring an excuse.

Early voting hours are weekdays 8:30 a.m. to 4:30 p.m. and Saturdays 9:00 a.m. to 12:00 noon, with the registrar's office closed on the Saturday before each election.

Requires use of voting machines or electronic voting systems compliant with state specifications, with a limit of 9,999 voters per direct recording electronic (DRE) machine during the early voting period.

Permits absentee voting by mail only; prohibits in-person absentee voting at the registrar's office.

Results of early votes shall be announced simultaneously with election day votes, and the pilot program automatically repeals on June 30, 2016.
