Removes the requirement that annual salary supplements for National Board certified teachers, nurses, counselors, and speech-language pathologists be subject to legislative appropriation.

Salary supplements of $6,000 annually plus fringe benefits remain available to eligible certified employees employed by local school boards or the State Board of Education.

Supplements are paid directly by the State Department of Education to school districts as additions to adequate education program allotments, not part of the minimum allotment.

Local school districts are prohibited from reducing local supplements paid to employees receiving the state salary supplement.

The act takes effect July 1, 2013.
