Requires all recipients of Medicaid, Children's Health Insurance Program (CHIP), and State and School Employees Health Insurance Plan benefits to undergo annual testing and screening for illegal drug use, alcohol abuse, Hepatitis B and C, tuberculosis, and sexually transmitted diseases.

Mandates that testing and screening costs be covered as a benefit under each respective program or plan.

Amends Section 25-15-9 to require the State and School Employees Health Insurance Plan to include coverage for services necessary to perform required testing and screening.

Amends Section 43-13-117 to add testing and screening services as a covered Medicaid benefit and extends the repeal date of certain provisions in that section to July 1, 2014.

Effective July 1, 2013, with the State and School Employees Health Insurance Management Board and Division of Medicaid Executive Director authorized to adopt necessary rules and regulations.
