Requires the Department of Human Services to provide TANF recipients ages 13-20 with information and referral to programs covering birth control, prenatal health care, abstinence education, marriage education, parenting skills, family preservation, and fatherhood, with mandatory participation in these programs.

Mandates that identified fathers of children born to TANF recipients ages 13-20 must participate in the same educational programs once paternity is legally determined.

Establishes the Division of Medicaid must provide the same information, referral, and mandatory program participation requirements to Medicaid recipients ages 13-20 and their identified fathers.

Requires educational activities emphasizing abstinence for teenage TANF recipients to be age and developmentally appropriate, covering medically accurate information about contraception, STIs, HIV, pregnancy consequences, and sexual assault prevention.

Directs unspent TANF funds from prior fiscal years to first be expended for nursing education course expenses and child care costs for nursing students as part of workforce training, effective July 1, 2013.
