Authorizes the Mississippi Highway Safety Patrol and Department of Transportation to designate segments of public roads, highways, or interstates as memorial roadways where Highway Safety Patrol officers have died in the line of duty

Limits memorial roadway designations to no more than 5 miles in each direction from the location where the officer fell

Requires the Department of Public Safety to design distinctive markers for memorial signs, with advice from the Mississippi State Troopers' Association

Funding for markers comes from Department of Public Safety appropriations or gifts, grants, and donations received for this purpose

Applies retroactively to all Highway Safety Patrol officers killed in the line of duty since July 1, 1938, and exempts these designations from standard requirements for naming state highways after individuals
