Authorizes hunting of deer over bait on public lands and wildlife management areas during any open season on deer, whether using scattered bait, above-ground covered feeders, or stationary spin-cast feeders.

Amends Section 49-7-33 to clarify that the general prohibition on hunting with bait does not apply to deer hunting, allowing supplemental feed for deer as an exception.

Modifies Section 49-7-33.1 to allow deer hunting with supplemental feed on public lands and wildlife management areas under the Department of Wildlife, Fisheries and Parks jurisdiction, not limited to private lands only.

Requires the Department of Wildlife, Fisheries and Parks to study and analyze data regarding the supplemental feed program, including impacts on deer populations, wildlife habitat, hunter success, and economic development, with annual progress reports to the Legislature.

Effective July 1, 2013.
