Prohibits all drivers from using a wireless communication device to send or receive written messages (texting) while operating a motor vehicle on public roads in Mississippi

Reduces the fine for violations from $500 to $25, and eliminates the enhanced $1,000 fine for texting while involved in an accident

Expands the texting ban from only intermediate/learner's permit holders and school bus drivers to all drivers operating motor vehicles

Exempts law enforcement, emergency vehicle drivers, persons reporting emergencies or dangerous behavior, and messages sent while the vehicle is parked

Exempts vehicle navigation systems and technology that relays vehicle operational information to call centers or repair facilities
