Requires all candidates for public office to designate an agent in writing to accept and receive written notices required under state and federal election laws, including the agent's name, residential and post office addresses, telephone number, facsimile number, and email address if applicable.

Amends sections 23-15-213, 23-15-299, 23-15-309, 23-15-313, 23-15-359, and 23-15-361 to incorporate the agent designation requirement for county election commissioners, state and municipal candidates, and independent candidates.

Authorizes candidates' agents to accept service of notice for requests to examine ballot box returns, with multiple service methods including personal delivery, email, certified mail, and posting on the agent's dwelling if personal service cannot be made.

Expands candidate disqualification review to include convictions of bribery, perjury, infamous crimes (any felony), and crimes punishable by at least one year in state penitentiary, in addition to existing felony conviction bars.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, with effectiveness contingent on approval under Section 5 of that Act.
