Authorizes the Mississippi Bureau of Narcotics to create and maintain an official state government website for publishing notices of administrative forfeiture of seized property under the Uniform Controlled Substances Law.

Allows substitute notice by posting on the forfeiture website for at least 30 consecutive days when property value does not exceed $10,000, as an alternative to newspaper publication when direct notice cannot be given.

Permits other seizing law enforcement agencies to use the forfeiture website and authorizes the Bureau of Narcotics to charge reasonable fees for such usage.

Requires forfeiture notices to include property description, approximate value, seizure date and location, connection to controlled substance violations, judicial review instructions, and forfeiture consequences.

Sunsets on July 1, 2014, requiring re-enactment if the legislature wishes to continue the internet notice provision.
